动议591 - 更好地使用火车站附近的土地

请注意：在2020年6月23日举行的市议会会议上，我打算提出以下提议：

市议会在2020年8月31之前，致信并要求维州运输基础设施部长、公共运输部长、道路部长、经济发展部长、计划部长，能源、环境和气候变化部长以及郊区发展部长进行多方协作，尽可能制定出一套规划指南，指导如何更好地规划、设计和使用火车站周围公共区域来用于公共服务和设施，通过建设规划合理的城市中心和商业中心来促进经济发展、创造就业机会，解决诸如停车等主要交通问题，并使步行、骑自行车和公共交通变得更具吸引力。

依据：

我们的城区正在面临快速发展的挑战，我们的居民过于依赖汽车出行来得到基本的需求和服务。然而火车站周边黄金地段的许多公共土地都没有被很好的规划、设计和统一利用起来。 例如，火车站周围的大型停车场。维多利亚州政府现行的火车站周边土地开发指南主要集中在交通运输本身，对火车站周边整合其他关键基础设施、服务和混合用途设施的缺乏系统的规划指导。

新南威尔士州政府有关于整合土地使用和运输的规划指导方针。这些指导方针对定位土地用途和设计开发提供了基本原则、倡议和最佳实践范例。与鼓励开车相反的，他们更鼓励可持续的交通出行模式，例如鼓励公共交通、步行、骑自行车。

这些指导方针的一些关键目标包含：

  • 减少行驶的车辆公里数（VKT）的增长
  • 建设更宜居，更智能的城市
  • 促进经济发展和创造就业机会
  • 改善空气质量并减少温室气体排放

这些指导方针将有助于把广泛的可持续发展的目标转化为各地方政府建设宜居、智慧城市的成果。 可以作为有关地方政府、地产及经济开发行业、州政府机构、其他交通运输运营商和社区提供更好的建议：

  • 更好地整合土地使用、运输规划与开发
  • 提供更多的交通选择并优化交通行程，减少汽车尾气排放，从而改善环境，
  • 可达性和宜居性

在维多利亚州，我们需要在全州范围内应用类似的指导方针，来帮助所有参与土地使用规划和开发决策的机构，创建健康且可达的城镇。这些指导方针将帮助州政府机构和市议会改善公共设施和服务，帮助各行业更好地定位和设计”依靠交通、出行的发展方案”。这些指导方针还将帮助社区提高可持续出行方式的意识，并提高人们对不要过度使用私家车出行的认识。
