Notice of Motion 591 - Better Use of Land Around Train Stations

TAKE NOTICE that at the Council Meeting to be held on 23 June 2020, it is my intention to move the following motion:

That Council writes to the Minister for Transport Infrastructure, Minister for Public Transport, Minister for Roads, Minister for Economic Development, Minister for Planning, Minister for Energy, Environment and Climate Change, and Minister for Suburban Development before 31 August 2020, for a cross-ministry collaboration work of a review and potentially create a set of guidelines of how public land around train stations could be better planned, designed and used for public services and facilities, promoting economic development and creating jobs by creating better-planned town centres and commercial hubs, and to resolve key transport issues such as parking, and make walking, cycling and public transport use more attractive.

RATIONALE

We are facing challenges in fast-growing suburbs, where residents are too relied on cars to access basic needs and services. Many public lands at prime locations around train stations are poorly planned, designed, and unitized. eg, big car parks around train stations. The current Victorian state government guidelines for land use development around train stations are mainly focused on transport itself. There is a lack of guidelines for integrating other key infrastructures, services, and mixed-use facilities around train stations.

The NSW state government has guidelines for planning and development for integrating land use and transport. Those guidelines provide principles, initiatives and best practice examples for locating land uses and designing development that encourages viable and more sustainable transport modes than the private car, such as public transport, walking and cycling.

Some critical objectives of those guidelines include:

  • reducing the growth in vehicle kilometres travelled (VKT)
  • building more liveable and smart cities
  • promoting economic development and creating jobs.
  • improving air quality and reducing greenhouse gas emissions

These guidelines help to translate broad sustainability objectives into liveable and smart city outcomes at the local level. They provide advice on how local councils, the development industry, state agencies, other transport providers, and the community can:

  • better integrate land use and transport planning and development
  • provide transport choice and manage travel demand to improve the environment,
  • accessibility and liveability.

In Victoria, we need similar guidelines to be applied across the state, to help everyone involved in land use planning and development decisions to create healthy and accessible towns and cities. These guidelines will help state government agencies and councils improve public facilities and services. They will help the industry to better locate and design trip generating development. They will also help inform the community and promote awareness of the need to moderate car use and travel demand.
