Forsyth Road Duplication between Ashcroft Avenue and Sayers Road
Summary
This report evaluates tender submissions for Forsyth Road Duplication between Ashcroft Avenue/Old Geelong Rd and Sayers Road.
The project involves excavation and construction of road pavement including asphalt paving, kerb and channel, line marking, concrete path, stormwater drainage, traffic signal installation, public lighting and associated nature-strip works.
As part of this project, two new additional lanes will be constructed along with a new signalised intersection at Waterways Boulevard and pedestrian operated signals at the Federation Trail crossing.

Background
The project consists of the duplication of Forsyth Rd between Ashcroft Avenue/Old Geelong Rd and Sayers Road and the reconstruction of the existing carriageway. This section of road is prone to traffic congestion due to the surrounding growth.
The road forms a strategic link to the Freeway interchange on one side and has a connection to the main east-west arterials on the other. The main arterial to the north is Leakes Road which is currently being upgraded as part of the Western Roads Upgrade (WRU). It will also link into the adjoining WRU project which upgrades the southern section of Forsyth Road. Refer to attachment for the strategic planning of Forsyth Rd. This project relates to Section 2 and 3.
This project will see Forsyth Rd fully duplicated between Old Geelong Rd and Leakes Rd providing great benefits to the community such as increased traffic safety and capacity and decrease in traffic congestion for motorist heading onto the Princes Freeway.
Social Implications
Road infrastructure constructed by this project will improve the vehicle traffic and pedestrian safety, image, accessibility and presentation of the area. Some traffic delays are expected during construction.
Environmental Implications
There will be some minor environmental implications such as noise/dust pollution and some disruptions to the community in regards to traffic management.
Economic/Employment Considerations
Employment for workers living in the Western Region of Melbourne could be facilitated through this project because materials are generally sources locally. A lot of sub contract works are generally sourced locally. This will also provide business opportunities for local shops.
Recommendation
That Council:
- Award contract C1885/17 – Forsyth Road Duplication between Ashcroft Avenue and Sayers Road to Negri Contractors ACN 006337239 for the sum of $7,540,425.27 (GST inclusive) including Negri Contractors accepting the financial risk mitigation measures as per the financial assessment section of this report.
- Authorise the Director of City Operations to approve variations and contingencies to contract C1885/17 – Forsyth Road Duplication between Ashcroft Avenue and Sayers Road up to the sum of the contingency provisions in accordance with the Financial Information section in this report.
- Sign and seal the contract.
- Advise all tenderers accordingly.
